I keep hearing this talkgroup does anyone know who it is?

I have 16, 48, thru 528 as the RCS M/A trailer, on the fire Zone list identified as 5A, 5B, etc.
I have heard traffic recently also, but not long enough to figure out who it was or what they were doing.

I thought it was just me hearing/seeing things 8)
Notes from July 12th
TG 16 - Notes: 'Station 1 6391' 'Admin' 'Sycuan station on Admin' 'Want to switch to training'... On July 9th someone was saying Police.
'6311' '6361'
Sounds like a "Sycuan Admin Talkgroup" (Confirmed on July26th)
TG 48 - Notes: 'Station 1 was calling' '6391' ' Loud and clear on Training also switching back to the main channel'
TG 28048 - '6391'
