only thing I can think of is the AGC settings ?

http://myweb.cableone.net/marksscanners ... #set%20agc
Setting Audio AGC:
This setting helps balance the audio level you hear as you listen to different radio sources so you can hear them at a similar volume.
To fine tune the digital and analog settings (BCD396T only)
Press Menu. Scroll to 'Settings' and press E/Yes.
Scroll to 'Set Audio AGC' and press E/Yes.
(BCD396T only) Scroll to Analog or Digital and press E/Yes.
Scroll to On or Off and press E/Yes.
Press Scan to exit.

It's really hard to tell you what it is without hearing it..

There is a possibility of NEXTEL interference. Perhaps you're near a NEXTEL site. This problem has plagued scanners and radio users for years.

Is there a chance you can go mobile (or have done already) and see if it gets better when you move around?
