Left UNsaid by the article, of course, is whether you can actually RECEIVE anything on most of the 'blocked' range.
All he's doing is enabling you to 'enter' the frequency. That doesn't mean the scanner does anything with it internally besides say 'duh, I can't do that, Dave.' and receive nothing. And of course even in ranges where the scanner's circuits will try, the sensitivity is brick-like, with no tuned front end, etc.
