I heard it to. It has been mentioned here in the past and the conclusion was that it was probably Maywood/Cudahy PD being heard on the County Red freq.

No procedural changes. It is probably a console setup error on the part of the dispatcher. My guess is that Monte Vista (CAL Fire) or Rancho called and the simulcast was terminated.
