Omaha in chula vista

I am hearing on chula vista police dispatch 2 they are calling someone which sounded like a helicopter omaha anybody know who it is?
OMAHA-353 is the US CUSTOMS fixed wing A/C. Was used extensively post-9/11 in surveillance which is how it became known to me.
