I have south programmed as a splinter system and it works just fine as far as I can tell.

The portion of the 800 MHz band below 866.000 is currently channelized on 25 kHz steps in the US and in Mexico. To allow for sharing of the spectrum between the U.S. and Mexico along the border, the "12.5 kHz offset" or "splinter" channels are allocated for use in the U.S. within 110 km of the Border (San Diego and Imperial Counties, in CA). So while our channels are on multiples of .025 (857.025, 875.050, etc.), the Mexican and majority of the U.S. operates +12.5 from the channels here (857.0375, 857.0625, etc.). Hence the requirement to use the "splinter" designation.
The portion of the 800 MHz band between 866.000 and 869.000 is channelized on 12.5 kHz steps (866.0375, 866.050, 866.0625, 866.075, etc.), so no special offset is needed.
