Didn't actually catch voice transmissions on these systems - They must be highly specific to certain areas (Banner Ranch, for example, only covers the area of Banner Grade from east of Julian to the desert floor), or overlapped by the bigger zones (Harmony Hill and Hubbard Hill). They're licensed systems with active control channels, just not very active voice channels
