I was wondering if anyone knows what these mean when SDFD says:
Level 1 Response
Level 2 Response
Level 3 Response
Level 4 Response

i think most urgent - least urgent, but i'm sure tim will chime in. i usually hear things like "level 3 no code response," or, "response upgraded to a level 1"

Let's see if I get this right. I'm sure someone will correct me if I'm wrong.
Level 1 Engine and Medic Unit Code 3
Level 2 Medic Unit only Code 3
Level 3 Medic Unit only No Code
Level 4 BLS level call, but none available so they send a Medic Unit

I have a slight correction to my previous reply. Level 4 is a BLS level response which they send an EMT unit to, but if one is not available they will send an ALS unit and tell them BLS not available.

I thought EMT's are BLS?

They are. Well, sorta. EMT-basic is BLS and EMT-intermediate & paramedic is ALS.

From what I learned in my short stint in EMT-basic class, there's a controlling authority for every county who determines what the various levels can do, so there should be little variation between agencies.

Yes here in SD EMT's and BLS are one in the same. When you here someone call for a BLS Unit it will be two EMT's.
