The company is called Amor Ministries. They are located down off of 905. Can remember the address. They do house building work in TJ and Tecate.

I have done some construction-type work in their office years ago. They are right off Beyer (East side of the street accross from the trolley tracks), South of the 905. You can see their building from the freeway.

Are you shure they don't just use simplex at each job-site? If that's the case they may not even have a license. They would probably be working on a US Itinerant frequency provided with radios you can 'buy off the shelf' from a radio shop. If they are simplex, you could check the radio with a frequency-counter and then you'd have it. Other then that, you may be SOL. They probably don't even know what frequency they are on.

Do you know for-sure if they are on a repeater?

Do you know for-sure if they have a Mexican license? (As you wrote)

I found no record in the FCC for them. Maybe a Mexican license (do they even have them? hehe) or like 318 said, simplex.
