N6766J is there a reason that will help us determine the usage of the different talkgroups when a Fire Dispatch on 7A uses these other talkgroup ID's?

You could use a scanner that doesn't break the status bit subgroups out seperately, that'd make it a lot clearer to you.
4195 = Real group 4192 (+3) I don't know what 4192 is, but the +3 means it was patched to another channel, presumably fire dispatch at the time.
4688 = Real group, this one's just been answered elsewhere, it's Lifeguard Fire Simulcast
5008 = This is the 'real' Fire Dispatch
5015 = Real group 5008 (+7) Multiselect by Dispatcher
5011 = Real group 5008 (+3) Patched
5139 = Real group 5136 (+3) Patched Don't know who 5136 is, though.
5168 = This is the 'real' Fire Admin channel
You can find a listing of the meaning of the various status bits over in this message string:
RCS South Cell
All 'real' talkgroups on a type II smartnet are divisible by 16. Anything else is a 'real' group affected by a status bit set on it to tell the radios some specific condition is in effect, as listed in the other message string.

Radio Patching
We do use Multi-select through the Motorola consoles, but I don't think that would have anything to do with it...but what do I know. For about the last two years, the Dispatch position has been simulcasting all dispatches on the Station Alerting circuit, and the Admin and Dispatch TG's.
Simulcasting
Tim,
Any chance of going back to simulcasting on VHF? I can't think of any reason not to. It would just be another back up to the 800.
