You can use Win97 to program your scanner, it's not free but I believe it has a evaluation period so you can try it out. http://www.starrsoft.com/software/win97/default.asp

I attached a win97 file you can load into your scanner. The file has Police and Fire.

Found it, they are using Fire Tac 31 (TG 8752). This is same tac they use for the Padres Games.

PD is now using N. City West D1 (TG 2416) for interior, Northeastern D1 (TG 1936) for exterior, and Tac 3 (TG 592) for parking at Qualcomm.
