I was thinking S9-3 may be Mt Otay and not Mt Woodson based on signal stregnth, even though site 119-3 is Mt Woodson on the Connect Plus system and site 119-1 is Mt Otay on the Connect Plus system.
Here are the receiver signal strength values from my location:
-88 dBm -- 454.13125: Site S9-3 control channel (Capacity Max) CC 3
-87 dBm -- 454.04375: Site 119-1 (Mt Otay) control channel (Connect+) CC 3
-98 dBm -- 454.53125: Site 119-3 (Mt Woodson) control channel (Connect+) CC 3
However it's possible that if S9-3 is on Mt Woodson, maybe they moved the new antenna or boosted the power from where the 119-3 antenna is. A good tie breaker would be to travel somewhere in view of Mt Woodson but not Mt Otay to double check.
EDIT: I'm now fairly convinced S9-3 is Mt Woodson like Brian says above. I re-ran DSD+ on the Connect Plus Mt Woodson site and Ch 11/12 454.13125 and Ch 13/14 454.01875 are both missing. Therefore I think the repeaters for those two frequencies have been moved to the Capacity Max rack and repurposed to the new system at the same site.

Channel "Ch" in DSD+ is called "Logical Slot Number" on RR, as there are two Ch numbers per frequency, one for each TDMA slot.
Note also that the neighbor list remained static for a while at NL: 1, 2, 4, then the following happened:

I'm suspicious whether I caught the system while changes were being made, or whether the network ID change S9-8 with control channel on Ch 397 are due to bad decodes (especially since they happened at the same timestamp).
Site S9-4:
I haven't been able to run DSD+ on this one yet, but I agree it's Palomar Mtn. Also based on neighbor list logs, Ch 1 is likely 454.54375.

To correct my post from January,
Site 2 is definitely Mt Soledad.
Site 3 is definitely Mt Woodson (not Mt Otay in my previous post, sorry!).
Site 4 is definitely Palomar Mountain.
No indication of a Whitney Peak site or Mt Otay site being online yet.
Still no indication of where S9-1 might be - perhaps it’s on a rack in their shop connected to a dummy load and that’s why we can’t find it…
