RCS Next Gen -- possible new talk group assigned to Sweetwater Authority

my assessment or guess that Sweetwater Authority signed a contract for access into the RCS Next Gen due to hearing a person identifying as Sweetwater Authority on SD County Call conducting a radio check. I am guessing or assuming a business entity may not access to radio system unless signing a contract, with payment up front or an agreement to allow monthly, every 6 months, or yearly billing.
