I have heard that on SD City also. I believe they are using the term triage to mean that they are still talking to the caller to try to find out what the problem is, just like a triage is set up at an accident to determine the extent of injuries, etc.
SDNative is correct they are still talking to the RP (reporting party) and getting more info so they can figure what level they need to dispatch the call as.
