update:

Found the name of the company today!
Two flatbed trucks was going NB I-805 to NB I-5 around 1:30pm
so I waited till they caught up to me on NB-I-5.

462.0 tone 141.3 Clancy's Towing ' Ch2 Driver-Driver Channel'

The only one that comes close to that would be

RoadOne Towing in San Diego (24 hour dispatch center) roadonesandiego.com

or the Answering service in Ramona that is owned by RBS Towing.
They deal with other towing companies to answer the phones at night time.

Another company like Concord is www.towingdisp.com

Does anyone know what frequency Angelo's Towing use?
