I used the chula vista animal control radios once when I did a ridealong it is a good system but one other officer wanted to switch to tac and it was kind of tricky since I was new.

I guess it all depends on what you are into. If listening to Southwestern College is your thing, then maybe it is worth the money. But there are a lot more digital talkgroups out there that are, in my opinion, far more interesting than the security guards at the local junior college. Just my opinion.
Most likely for interoperability with Chula Vista PD. SWCPD is not 24 hours nor are they an arjis reporting agency (they can't run plates, 10-29's, etc). They are in CVPD jurisdiction so for major incidents or hot calls chula handles, this way theres at least communication between the agencies. If you did get a digital scanner, you'd have a lot more fun listening to other agencies like cvpd and ncpd. For swc you'll most likely hear room lockups and student escort type stuff.
Possibly they call Chula. Their chief told me personally that because they are not 24 hours, they cannot be an ARJIS reporting agency. To be an arjis reporting agency, they have to be able to respond to inquiries (from other depts) within 10 minutes. Being that theyre not 24 hours, they cannot.
