County Supervisors approve RCS lease for Red Mountain lookout station

San Diego County will be leasing a portion of the California Department of Forestry and Fire Protection telecommunications site at Cal Fire’s Red Mountain lookout station.

A 5-0 San Diego County Board of Supervisors vote, Aug. 4, authorized the director of the county’s Department of General Services to execute the lease agreement, authorized the Department of General Services director to amend the lease as needed for future equipment configuration modifications and found the lease categorically exempt from California Environmental Quality Act review. The initial lease will be for 10 years retroactive to July 1, and three lease options if exercised would extend the lease to Dec. 31, 2041.

The RCS provides the County and numerous public safety agencies with day-to-day public safety
and emergency responder communications. To support radio communications in the western
region of the county, the Sheriff's Department operates an existing RCS site, on a tower owned by
the City of San Diego, at Black Mountain. The County lease with the City of San Diego for space
on their tower is expired and on hold-over. The City of San Diego's tower is structurally overloaded
with radio equipment and has been identified as in need of replacement.
In order to provide
continued communications connectivity to existing RCS sites, the Sheriff's Department plans to
construct a new tower on a County leased radio communications facility. A County managed tower
and facility will ensure the long-term operational viability and security of the RCS. The Sheriff
paid $24,997 in Fiscal Year 2019-20 for space on the City of San Diego's tower.

This is a request to authorize the Director of the Department of Purchasing and Contracting to
exercise a Phase Three contract option for the RCS Replacement Contract with Motorola Solutions
Inc. for the new Black Mountain communications radio tower.

The proposed project would result in the replacement of an existing concrete foundation,
construction of a new antenna support structure, relocation of existing antenna equipment from the
existing facility to the new structure, and installation of connection cables. No additional support
equipment is required, as an emergency generator and equipment shelter exist and would continue
to be utilized.
