I was reading an article on signonsandiego.com that says something about a new system for the medics does anyone know what they mean by new system cause it didn't specify what kind of system?

There is a proposed EMS system for County of San Diego by which heart attack (MI) patients would be routed by medics to only special designated hospitals. It would be a program similar to the long standing system for transport of trauma patients to select trauma care hospitals.
