Sen. Josh Becker, D-San Mateo, introduces new encryption legislation
Senate bill aims to increase transparency in public radio communications

Senate Bill 719, called the Law Enforcement Communications Transparency Act, would require law enforcement agencies that elect to encrypt all communications to grant access to all media requests to review the communications within 30 days. Becker said the issue was about a public’s right to know, civil rights and public safety, noting the radio communications allowed the media to monitor what was happening and report quickly and not have to be as reliant on police communication.
“This is something we have had for 70 to 80 years, and now is not the time to be taking it away, especially when there are plenty of solutions out there that can protect personal information,” Becker said.

Will that allow the public to listen to police dispatch on the scanner's again if passsed or is it just a nonsense garbage bill that only benefit's media?

If it only benefit's press and organizations I would have to vote no as it has no benefit to us.

Good catch; it's only for the media. From the proposed bill:

"ensure access, in real time, to the radio communications of that agency to duly authorized media representatives or organizations"

“Duly authorized media representative or organization” means a duly authorized representative or organization of any news service, newspaper, or radio or television station or network, or an organization that provides public safety information.

Time for those corrupt politicians to stand with the people and allow we the people to have transparency and monitor the dispatch channels the way it was before, they work for us.

If that bill does not benefit us we should not support it.

Hopefully that bill get's blocked again by the republicans as it has no benefit for the people.

If that bill only benefit's the media and organizations, the media is already controlled by 47 U.S. code 606.

If the media gets a pass to monitor dispatch we should all as well and get encryption off dispatch it's only fair, but if they don't want to serve the people and do what they are elected to do or go against the foundation, then we can alter or abolish them and institute new government and it's likely the time to do it the corruption is off the charts.

Since everything was in the clear until recently, if this passes, law enforcement will not be harmed in any way. Tactical operations will still be encrypted.

Palo Alto voluntarily dropped encryption on dispatch traffic. Here’s what I believe happened with Palo Alto Police based mostly on newspaper reports. After PAPD ignored requests for access to dispatch audio from news media, two local newspapers sent a letter to the City requesting a list of all information shared with state DOJ by PAPD. That’s not the shared information itself but types of data being shared. That alarmed the City. I believe case law suggests the court would probably force the City to turn over that information to the newspapers. They turned off most encryption to avoid the embarrassment of the public finding out about the scale and scope of PAPD data sharing, in my opinion.

Police are smart enough to work without encryption. Sometimes they use it to their advantage by broadcasting false information to manipulate someone who they believe may be listening. Almost zero people use radio to facilitate criminal acts.The actual concerns are exaggerated for marketing purposes.

Senator Becker's SB 719 has not advanced and has been turned into a 2 year bill. It will be eligible for reconsideration during the next legislative session.

That bill only benefits the press and organizations and allows them to monitor it doesn't benefit the people and allow us to monitor and encryption removed off dispatch chnannel's so that scanner's can monitor again, it allows press and organizations access to radios, it's a great time to abolish those corrupt politicians like him who failed to serve the people and stand with the people which benefits us time for those no good corrupt politicians to go.

The reintroduced version goes against section 2 where it says the following

SEC. 2. Section 13675 is added to the Penal Code, to read:
13675. (a) (1) Except as otherwise provided in paragraph (3) and subdivision (b), each law enforcement agency shall, by no later than January 1, 2025, 2024, ensure that all radio communications are accessible to the public. public in real time.

key words accessible to the public in real time, instead the bill that was reintroduced only benefits the press and organizations a violation of section 2.
