Is this scanner compatable with the frequencies used by the County of San Diego , the CHP, and fire departments?

Compatible with the freqs? Yes. But this scanner is NOT a trunking scanner so the scanner will not TRACK the county or city systems. You can listen to the freqs, but it will be very difficult to follow anything with any certainty as there are MANY users on the RCS and San Diego systems that you might not care to hear but will in a non trunking environment. Also keep in mind that the 860xlt is ANALOG only, so with the MANY talkgroups that are digital on the RCS, you will hear nothing but buzzing noise when these units are talking.
2 of the 3 main CHP channels (SD and Oceanside/Temedula) you'll be able to listen to without issue as they are conventional, analog. El Cajon CHP is digital on the RCS, so you won't hear them, except as buzzing noise on the RCS freqs.

Can you use this scanner to listen to San Diego county? I certainly wouldn't recommend it.
