Back in the early 70s when the Bearcat 101 scanner came out, one of the first programmable scanners, they were only made available to policemen and firemen at first due to the limited supply of them. Other than this I am not aware of any restrictions on scanner sales in California.

I have four of the PRO2050's. One for SDPD, one for SDFD, one for RCS south analog and one for RCS north analog. They work fine.

380-400 has been reallocated, and is no longer military aircraft. It's now military trunking systems, and also military in-squad radios (the military version of FRS radios... in fact, they use a custom variant FRS retuned to their channels in this range. The (ICOM) Intersquad radios use: CH-01 396....
