Mike, You won't need a license. You just be a user on the system with your own 'radio ID' that is programmed into your radio. YES - Uniden 396 will work for a long time. Since they track 700/800MHz freqs just fine on the trunked systems. Radio Shack Pro96 wont work on the upgraded RCS system in 2011 if San Diego county chose to use 700MHz freqs. (That's Why I said don't buy a Pro96) If you find a good deal for a Uniden 396...

Yes - Any scanner can listen to the race traffic. You would just have to program the frequencies in the scanner. About the only thing to be concern about is when Uniden will release the next new digital handheld. Could be release next year. There been no 'hint' of new scanner release yet. There are ...
