YES - Uniden 396 will work for a long time. Since they track 700/800MHz freqs just fine on the trunked systems. Radio Shack Pro96 wont work on the upgraded RCS system in 2011 if San Diego county chose to use 700MHz freqs. (That's Why I said don't buy a Pro96) If you find a good deal for a Uniden 396...

Yes - Any scanner can listen to the race traffic. You would just have to program the frequencies in the scanner. Welcome to the ScanDiego Forum. You would need to look at the Digital scanners. All Law Enforcement in the county is Digital. As of right now San Diego City(SDPD) is still Analog.
