The South Cell should be sufficient for La Mesa, El Cajon and Heartland. Looking at the sites, Calexico and the South Cell share the same control channel which explains why you're hearing traffic on both sites :)

I've heard the BP do patches before between their VHF and RCS talkgroups (during some SARs in the east county). Beyond that, unless the unit has a BP radio (VHF P25 usually encrypted), they're going through dispatch to talk to them. The BP does have Law CC for communications with other agencies. The...

Lemon Grove Dispatch is often patched with Imperial Beach Dispatch. Because scanners (currently) don't deal with patches as well as actual public safety radios, depending on the order in which they patched them, traffic will either come out on the LG Disp or the IB Disp
