As I understand it the 440 MHz ham repeaters in SoCal agreed on 20 KHz increments for repeaters. So 447.575 below is on 447.580 MHz now. Excellent! It is indeed unlawful to drive a vehicle that is painted like a black and white vehicle. Over the years I only saw 2-3 black and white cars which were not police cars. AFAIK, as long as the lightbar does not contain blue or red, it's legal. Having a black and white vehicle is not a crime....

Whenever the conditions are good the radio techs on this channel come to life in the L.A. and Or. Co. areas. Any ideas who they are? Very interesting conversations. They are in San Diego County somewhere.

This afternoon they are calling TG 31202 "Command 1."

While at the SkyShow at Qualcom Stadium Saturday I could hear control channel sounding activity on these frqs. using a Uniden BCD396T and a Radio Shack PRO 92:

It was not a Motorola TRS that I could tell however, the 396 would not show a System ID.
