CEWN system for San Diego is found on:

328.200 - SOPA SUBAREA EAST ADMIN Net Control (AM)

This is the sole radio net monitored by ships in port at anchor for
warnings or notifications of incoming message traffic at the shore
communications station for them. If there's a threat warning to be
given, it goes here.

Alternate frequency:

342.600

You may find these in use in other areas, as well.

It was also heard in Pearl Harbor, Hawaii
